ASSESS THE LEVEL OF READINESS FOR ADAPTATION IN CHINA: A BASIS FOR DEVELOPING CLIMATE-SMART AGRICULTURE COUNTERMEASURES

Abstract

Climate change will pose a great threat to mankind, and at the same time, it will also bring
adverse effects on agriculture. Climate-smart agriculture is a new agricultural development
model proposed by mankind in response to global climate change.
The purpose of this study is to conduct a comprehensive evaluation of the level of readiness for
the development of China's climate-smart agriculture in view of the negative impacts of current
climate change on China's agriculture.In this study, firstly, with the help of literature analysis
method, the evaluation index system of China's readiness to develop climate-smart agriculture
was initially constructed. Finally, an evaluation index system including four dimensions of
human resources, technology, capital, and natural resources and 16 2-level indicators was
determined. In order to evaluate China's level of readiness for the development of
climate-smart agriculture, this study distributed questionnaires to stakeholders and processed
the data collected by the questionnaires. Using the analytic hierarchy process and expert
questionnaires to construct the judgment matrix of each level of indicators to calculate the
weights of the indicators, and using the fuzzy comprehensive evaluation method to combine
the expert opinions to comprehensively evaluate the level of China’s readiness for the
development of climate smart agriculture, and find that China is developing climate smart
agriculture In the aspect of insufficient readiness, targeted improvement suggestions were put
forward. The results show that China’s overall level of readiness for the development of
climate-smart agriculture is relatively good, with adequate preparations in human resources,
technology, capital, and natural resources. However, it is insufficiently prepared in three
aspects: the age structure of the labor force, the application of agricultural climate smart
technology, and the utilization of renewable resources.
